Policy Formulation

Republic Act 9285: ADR Act of 2004
The CoRe Group Foundation convened stakeholders to draft the hallmark law, An Act to Institutionalize Alternative Dispute Resolution in the Philippines, creating tha Office of ADR (OADR) and sets the guidelines for the use of ADR in the country.

Executive Order 524 signed in 2007
The CoRe Group also catalyzed consensus discussions of quasi-judicial agency officials that drafted President Gloria Macapagal Arroyo's Executive Order on Administrative Justice Reform.

Proclamation 1152
The Conflict Resolution Group Foundation proposed for the creation of a Conflict Resolution Day which celebrates non-adversarial means of addressing conflicts. This is celebrated every 3rd Thursday of October, in conjunction with an international celebration of a similar nature.

National Center for Mediation
The CoRe Group led the convening of nine (9) of the largest business organizations to sign a covenant for the promotion of mediation in the business sector and create the National Center for Mediation. The NCM is currently hosted by the Philippine Chamber of Commerce.


Training And Consultancy

HLURB Mediator Program
A comprehensive training program was conducted for 30 carefully screened frontline officers and staff of the HLURB Central Office. The program was designed to allow a seamless application of the new mediation process into the current adjudication procedures of the agency. The Program commenced with a 5-day (40 hours) skills development training on Mediation. Phase 2 required each trainee to undergo 40 hours of supervised internship, wherein they mediated actual cases filed at the agency. The final phase involved collaboration between CoRe and the agency’s Mediation Center Committee on the analysis and design of a dispute resolution system for the HLURB. A new batch of mediators was trained in 2009 while the previous batch received a refresher course.

NLRC Mediation Program
The annual case intake of the National Labor Relations Commission is estimated at 15,000 disputes per year. In 2003, the CoRe Group assisted NLRC in embarking on a mediation project directed at intensifying efforts at resolving disputes prior to filing for arbitration. CoRe implemented a training program for one hundred (100) mediators. A settlement period resulted in a 94% successful resolution of dispute cases in the agency. The program involved the institutionalization of what proved to be successful. By December 2004, the CoRe Group assisted the NLRC in the establishment of the Conciliation Mediation Center where select cases are brought forth prior to arbitration. By October 2005, settlement rate at the NLRC increased to 98%. NLRC reports show that 2,484 workers have since benefited from the Mediation process.

DOJ Pilot Mediation Program
Over 250 new mediators in various Prosecutor’s Offices were trained in mediation over a course of 3 pilot programs in 10 cities which include the City of Manila, Makati City, Quezon City, Valenzuela, Pasig City, Caloocan, Baguio, Cebu, Davao. The program initially focused on the “bouncing cheque” and estafa cases but later expanded to other cases that carried a penalty of 6 years and below. The 3 pilot programs resulted in a settlement rate ranging from 92% to 95%. A survey of disputants also resulted in high satisfaction ratings on the mediation process, the mediators and outcome. Several versions of a mediation process were tested during the different internship sessions to determine the most suitable system for the unique requirements of the DOJ and its Prosecutors. Institutionalization is now underway after a workshop, participated mainly by Prosecutors in NCR, was held to validate the interest and viability of formally implementing mediation.

The Supreme Court of the Philippines
Prof. Annabelle Abaya trained over 400 mediators of the Courts in Metro Manila, Cebu and Davao. During the Settlement Week called by Chief Justice Hilario Davide Jr., a total of 1,800 cases were mediated, of which 81% were settled.

National Meat Inspection Service
A total of 30 new mediators were trained at the NMIS that allowed them to handle disputes submitted to the agency.

Overseas Workers Welfare Administration
Front line officers if the OWWA attended a 3-day program on ADR in order to equip various units in addressing disputes filed at the agency.

Department of Trade and Industry Bureau of Trade Regulation and Consumer Protection
In 2002, 100 mediators were trained in mediation resulting in a success rate of over 80% during the internship period. In 2007, an additional 120 mediators representing all regions nationwide completed the 40-hour classroom training and 40 hours of practical internship which resulted in a settlement rate of 92%.

Intellectual Property Office
Thirty (30) IPO mediators trained by CoRe Group succeeded in settling 84% of cases they mediated for the Agency during the internship period.

Department of Trade and Industry Board of Investments
CoRe trained 30 officers and staff of BOI to compose its newly formed Mediation Board.

East Asian Pastoral Institute
Over 50 religious and lay people are trained annually on Conflict Resolution and Basic Mediation. Participants originate from various countries of Asia, Latin America, and Europe.

Commission on Higher Education Mediation Program
CoRe conducted a Capacity Building Program on negotiation, mediation and ADR for thirty (30) selected staff of the CHED Legal Services, Central Office and Regional Offices. The Capability-building was comprised of four (4) days of intensive live-in training, employing adult-learning methodologies and simulation exercises. The CHED has installed a formal Mediation program within the organization to speed up resolution of cases and reduce backlog.

Bangko Sentral ng Pilipinas ADR System in the Workplace
One hundred (120) BSP officers and staff were trained on Conflict Resolution and Mediation in the Workplace. Trainees underwent a total of 40 hours classroom training.

Various Corporate Clients
The CoRe Group continues to provide trainings to a number of large private institutions, primarily on workplace mediation.


Dialogue Facilitation

The CoRe Group introduced the Transformative Cells Dialogue program, more popularly known as "T-Cells".  This is a tool introduced in colleges and universities in the country to raise young people's communication skills.  It promotes face-to-face conversations - a basic skill that is slowly lost amidst the latest technological advances.  The T-Cells Dialogue Program aims to build peace-abled communities where human diversity is celebrated and bridge through non-adversarial processes. 

In a period of 6 months, the T-Cells program boasts of having granted 132 full scholarships to Guidance Counselors to attend the T-Cell Training of Trainers (ToT) Program.  In turn, our Guidance Counselors have produced 1,790 Student Facilitators who organize T-Cells Dialogues in their respective universities around Metro Manila.  7,247 students have already participated in T-Cell dialogues and the numbers are still growing!
